Village Changes and Party Building Achievements
There are street lights at night, water is brought to the door of the house, and the mud road turns into a stone road... On January 8, villagers from the Qingshan Group of Luoguta Neighborhood Committee, Wulingyuan District, Zhangjiajie City happily recounted to the author the changes that have taken place in the village since last year. These changes are a microcosm of the party building work carried out by the Wulingyuan District Tourism and Foreign Affairs Bureau.
In 2015, the bureau established a party-building work pattern in which the main leader of the party group takes overall responsibility, the leader in charge directly handles it, and other members of the team combine the division of labor to assist. It is equipped with one party-building specialist and three party workers. It also increases investment in grass-roots party-building work and assigns three "party-building work instructors" to tourism companies and tourism window units every quarter to guide and supervise party-building work. Combined with activities such as community pairing assistance, "one visit, two visits", "three three systems", "four walks, four questions and four solutions", the overall party members and cadres focused on contacting and assisting 7 community residents and visited 25 poor households. Members of the party group led the team to visit and contact the Luoguta Neighborhood Committee of the community 12 times, and properly coordinated and resolved issues such as the original residents of the Luoguta Neighborhood Committee applying to the Zhang Management Bureau for land acquisition and demolition area compensation and disputes over arrears for land "clearance". Invested RMB 150,000 in urban-rural mutual assistance to jointly build communities to benefit the people, and helped the Luoguta Neighborhood Committee complete stone road quality improvement projects in the Qingshan Group and Zhangjiatai Group, as well as water diversion and street lamp renovations. We also visited the affected households four times throughout the year, with an assistance fund of 9,000 yuan.
Service-Oriented Party Organization Building
The bureau also vigorously promotes the construction of service-oriented party organizations at the grassroots level, organizing party members and cadres to carry out research, guidance and participation in services at the party representative studio, party member voluntary consultation desk, and urban and rural mutual assistance and joint construction of contact communities. At the same time, the party building work contact guidance of tourism enterprises has been strengthened. Members of the leadership team have taken the lead in group contact and guidance of the party building work of seven key tourism enterprises such as Huanglong Cave. They have focused on assisting in the creation of special party building brands such as Baofeng Lake Party Building Station and Yuan Mouwen Party Representative Studio, and improved the overall level of party building work of tourism enterprises in the region.
