Wulingyuan Issues High-End Hotel Incentive Measures
On December 24, the author learned from the latest investment incentive measures issued by the Wulingyuan District People’s Government of Zhangjiajie City: In order to promote the transformation and quality improvement of the tourism industry and accelerate the construction of international tourism and leisure resorts, new high-end hotels will be heavily rewarded, and those who meet the conditions can receive a one-time reward of 10 million yuan.
According to the "Investment Incentive Measures of Wulingyuan District, Zhangjiajie City" (Zhang Wu Zheng Fa No. 2015 [10]), any investor who registers a company within the jurisdiction of Wulingyuan to invest in a new leisure resort or business hotel can receive a RMB 10 million reward from the district people's government as long as they meet two major conditions. These two conditions are: the investment in the new hotel is more than 350 million yuan (inclusive); the introduction of any one of eight internationally renowned hotel management groups, including InterContinental, Westin, Sheraton, Marriott, Hilton, Hyatt, Shangri-La, and Banyan Tree, for management, and the entrusted management period is more than 5 years (inclusive). The reward time is after the expiration of the five-year operation period of the newly built hotel, and the reward funds will be arranged by the District Finance Bureau.
New Hotels Can Enjoy Multiple Preferential Policies
The person in charge of the Wulingyuan District Commerce Bureau introduced that the above-mentioned new high-end hotel projects will enjoy multiple preferential policies in the early stage and during the construction period: In addition to the provincial and municipal portion and cost of construction fees involved, district-level administrative fees are charged at 10% of the minimum standard; district-level institutional fees are charged at 20% of the minimum standard; district-level paid service fees are charged at 30% of the minimum standard or a fixed quota is implemented. The legal representative of the hotel will also be awarded the title of "Honorary Citizen of Wulingyuan".
