On October 19, 2023, Wulingyuan District of Zhangjiajie City and Xupu County of Huaihua City signed a strategic cooperation agreement for the Tourism City Alliance. The two countries will cooperate in the mutual sharing of resources, information exchange, mutual transportation of tourists, and mutual promotion of routes.
