Tourists Encounter Touts and Harassment
"A four-star hotel only costs 150 yuan, and it's so cheap to buy tickets on behalf of someone..." As soon as Mr. Liu from Changsha drove into Wulingyuan City, Zhangjiajie City, he encountered two "enthusiastic people" on motorcycles who repeatedly harassed him. Regarding this kind of behavior of chasing tourists, chasing tourists, and forcibly selling tourism products and providing tourism services to tourists, Wulingyuan District is currently stepping up the formulation of relevant measures to eradicate this "cancer" that disrupts the tourism market.
It is reported that in accordance with the "Public Security Administration Punishment Law of the People's Republic of China", the "Tourism Law of the People's Republic of China", the "Travel Agency Regulations", the "Anti-Unfair Competition Law of the People's Republic of China" and other relevant laws and regulations, the Wulingyuan District Tourism and Foreign Affairs and Overseas Chinese Affairs Bureau took the lead, jointly with the public security, transportation, traffic police, legal affairs and other departments to jointly formulate the "Interim Measures for the Control of Chasing and Driving Passengers in Wulingyuan District of Zhangjiajie City" (hereinafter referred to as the "Measures"), and publicly solicited opinions and suggestions from the public, and will be implemented soon.
Measures Clarify Scope of Behavior and Responsibilities
According to reports, the "Measures" clarify the scope of the behavior of chasing customers and driving them away, the scope of governance of chasing and driving away customers, the legal responsibilities of the perpetrators, as well as the supervision and management responsibilities of the public security, tourism, industry and commerce, discipline inspection, traffic police and other departments.
With the "Measures" as the backing, in the future, those who drive away tourists, pursue tourists, and disrupt the order of the tourism market will be severely punished. Minor penalties may range from fines to detention; if the circumstances are serious enough to constitute a crime, they will be transferred to judicial authorities for investigation of criminal liability in accordance with the law. The person in charge of Wulingyuan District Tourism and Foreign Affairs and Overseas Chinese Affairs Bureau said that with the continuous implementation of Ping An Satisfaction’s special rectification activities in Zhangjiajie and the improvement of various regulatory measures, Wulingyuan’s tourism reception environment will be further optimized.
