Fifth Session of the Fourth CPPCC Opens
On December 17, the conference room of the Zhangjiajie Guobin Hotel was filled with an atmosphere of democracy and unity. The fourth meeting of the Fifth Committee of the Chinese People's Political Consultative Conference Zhangjiajie Wulingyuan District was grandly opened here. CPPCC members from all walks of life and all fronts in the region gathered together to perform their duties of participating in and discussing politics, actively making suggestions and strategies, discussing Wulingyuan's development plan, and jointly planning a new chapter for Wulingyuan's development.
Leaders sitting in the front row of the rostrum include District Party Committee Secretary Zhu Yongwen, District Party Committee Deputy Secretary and District Mayor Chu Xinnian, District CPPCC Chairman Xu Zhongliang, District People's Congress Standing Committee Director Chen Jun, District CPPCC Vice Chairman Zhang Ying, Tang Guogui, Yao Guojun, Yang Chunyun, Hu Mimi, etc. Members of the Standing Committee of the District Committee and members of the Standing Committee of the District CPPCC sat on the rostrum.
There were 105 committee members expected to be present at this meeting, but 98 actually showed up and 7 were on leave. All division-level leaders and retired district-level leaders in Wulingyuan District, members of the Wulingyuan Municipal People's Political Consultative Conference, principal leaders of district, vertical, township (division) level units and heads of development units stationed in Wulingyuan were invited to attend the conference.
CPPCC Work Report and Plans for Next Year
Zhang Ying presided over the opening ceremony of the meeting. Xu Zhongliang made a work report to the conference on behalf of the Standing Committee of the Fifth CPPCC Zhangjiajie Wulingyuan Committee, reviewed the work of the CPPCC in 2015, and made arrangements for the work of the CPPCC in 2016. In 2015, under the correct leadership of the district committee and the guidance of the CPPCC, the district CPPCC conscientiously implemented the spirit of the 18th National Congress of the Communist Party of China and the third, fourth and fifth plenary sessions of the 18th CPC Central Committee, held high the banner of patriotism and socialism, adhered to the two themes of unity and democracy, focused on the central work of the district committee, performed the functions of the CPPCC, strengthened its own construction, and made new progress in all its work. The achievements achieved throughout the year are specifically reflected in five aspects: first, focusing on the center, serving the overall situation, and achieving remarkable results in political consultation; second, observing the public sentiment, reflecting public opinion, and steadily advancing democratic supervision; third, leveraging advantages, conducting in-depth research, and participating in political discussions with fruitful results; fourth, innovating forms, building platforms, and expanding channels for performance of duties; fifth, strengthening learning, changing styles, and comprehensively advancing self-construction.
In 2016, under the correct leadership of the district committee, the District CPPCC will take the implementation of the spirit of the Fifth Plenary Session of the 18th CPC Central Committee and the implementation of the “13th Five-Year Plan” for national economic and social development as a new starting point, give full play to the advantages and characteristics of the CPPCC organization, and strive to be more comprehensive. Full of political enthusiasm and enterprising spirit, we are proactive and united to work hard to accelerate the construction of the "Four Wulingyuan" and implement the strategic plan of "improving the quality of Wulingyuan and creating new glory", and strive to realize the "dream of a tourist resort and the dream of a well-off society in all respects". Mainly do a good job in the following four aspects: first, deepen deliberative democracy and vigorously demonstrate the characteristics of the CPPCC; second, focus on actual effectiveness and implementation supervision, and work together to promote stable development; third, give full play to the advantages of participating in political discussions and strive to deepen the results of suggestions; fourth, solidly carry out self-construction and strive to improve the ability to perform duties.
Proposal Work Report and Filing Status
Tang Guogui made a proposal work report to the conference on behalf of the Standing Committee of the Fifth Committee of the Zhangjiajie Wulingyuan Committee of the CPPCC. During the third session of the fifth session of the District CPPCC in 2015, a total of 43 proposals were received from members, and 38 proposals were filed after review. As of the end of September 2015, all 38 proposals filed had been settled, with a proposal settlement rate of 100%. Judging from the results, they were classified as A. There were 17 cases in Category B (recommended matters have been implemented), accounting for 44.7%; 19 cases in Category B (problems raised have been included in the solution plan), accounting for 50.5%; and 2 cases in Category C (unsolvable due to policy or other reasons), accounting for 5.3%. Judging from the feedback from committee members, 33 cases were satisfactory and 5 cases were basically satisfactory, with a satisfaction rate of 100%. The report also put forward five opinions on the proposal work in 2016: first, conduct in-depth research, closely follow the themes of the times, and write good proposals; second, strengthen guidance, provide good services, and improve the online duty performance platform; third, strengthen publicity, enhance communication, and straighten out the relationship between assignments; fourth, organize democratic reviews of key proposals; fifth, strengthen co-organizing supervision and improve committee member satisfaction rates.
Committee Members' Special Reports and Duty Reports
At the meeting that day, six committee members, including Su Fenfang, He Lan, Xu Jinwu, Sun Miyu, Mao Weiwei, and Deng Daoli, respectively made special report speeches on behalf of the democratic parties, the township CPPCC joint working committee and the district CPPCC liaison group, and member Liu Fan made a report speech.
