In the past year of 2020, affected by the COVID-19 epidemic, tourism development in Wulingyuan District experienced an extremely difficult year. Over the past year, under the care and guidance of the Municipal Party Committee and the Municipal Government, under the strong leadership of the District Party Committee and the District Government, and with the strong support of friends from all walks of life such as tourism companies, travel agencies, tour guides, and front-line workers in the tourism industry, the entire district has worked together to overcome difficulties, do everything possible to expand the customer source market, and go all out to revive the tourism economy. In 2020, Wulingyuan District received a total of 17.025 million Chinese and foreign tourists, with total tourism revenue of 19.171 billion yuan. The total number of tourist visits recovered by nearly 70% of the same period last year, and the total tourism revenue recovered by more than 60% of the same period last year. Among them, Wulingyuan's core scenic spot has recovered nearly 50% of the total throughout the year. The recovery progress is faster among the country's mountainous scenic spots, showing a continuous improvement trend.

In order to achieve the overall goal of building Wulingyuan into an international tourism and leisure resort with high quality and a world-class tourist destination, the Wulingyuan District Committee and District Government of Zhangjiajie City, Zhangjiajie Wulingyuan Scenic Area and National Forest Park Administration recently issued the "Five-year Action Plan (2021-2025) for Building a Quality Scenic Area into a National Mountain Scenic Area Benchmark." The four major quality improvement and upgrading actions proposed in the document include a total of 16 key tasks.
