Service for Tourism Development Studio Inaugurated
On April 26, the Wulingyuan District People's Procuratorate's Service and Tourism Development Studio in Zhangjiajie City was established at the Wulingyuan District Tourism and Foreign Affairs Bureau, with two full-time prosecutors stationed simultaneously. This move is the first for the national procuratorial system to protect tourism development, and also marks a new level of positive interaction and seamless integration between tourism and procuratorial work.
As a well-known tourist destination at home and abroad, Wulingyuan District has achieved rapid growth in tourism in recent years. In 2015, Wulingyuan received 19.1142 million Chinese and foreign tourists, a year-on-year increase of 24.13%; 3.8847 million people visited the core scenic area of Wulingyuan at one time, a year-on-year increase of 23.88%, both records in history. However, in the process of tourism development, many issues related to the vital interests of tourism administrative agencies and tourism enterprises, such as tourism law enforcement supervision, tourism project establishment, land approval, taxation, etc., have also encountered some resistance, such as the personal safety of tourism law enforcement departments and law enforcement personnel, the shirk of relevant functional departments in handling tourism-related issues and the inability to proactively perform their duties, and the "excessive demands" and "fly-plucking corruption" encountered by tourism enterprises. These problems have seriously affected the tourism government and legal environment.
Focusing on Procuratorial Functions to Boost Tourism Development
Based on the procuratorial function, focus on tourism development, and take the initiative to put procuratorial work into the overall situation of tourism development in the region and make innovative efforts. In this regard, with the strong support of the Zhangjiajie Municipal People's Procuratorate, the Wulingyuan District Committee, and the District People's Government, the Wulingyuan District People's Procuratorate and the Wulingyuan District Tourism and Foreign Affairs and Overseas Chinese Affairs Bureau jointly discussed and jointly established a service tourism development studio. The Procuratorate arranged for full-time prosecutors to be stationed in the district Tourism and Foreign Affairs and Overseas Chinese Affairs Bureau to appoint people, positions and responsibilities, and use the prosecutorial function to escort tourism in an all-round way.
Key Tasks After Studio Establishment
Li Li, chief prosecutor of the Wulingyuan District People's Procuratorate, said that after the establishment of the Service Tourism Development Studio, it will focus on legal publicity, supervise administrative law enforcement departments to correctly perform their duties in accordance with the law, establish a tourism information sharing platform, conduct market surveys of tourism companies, coordinate and handle travel-related administrative cases, and handle travel-related criminal cases in accordance with the law. At the same time, a "green channel" for handling travel-related cases has been opened, and a rapid case-handling linkage mechanism has been established with public security organs and courts to form a joint force in combating the problem. Start risk assessment of major, complex and sensitive travel-related cases, minimize the negative impact of some tourism events and problems on scenic spots, achieve full coverage of occupational crime prevention in major tourism projects, and protect world natural heritage resources in accordance with the law. In particular, we focus on serving tourism enterprises, inspecting, supervising and investigating cases that affect the business order and development environment of tourism enterprises, and safeguarding the legitimate interests of tourism enterprises.
On the basis of the establishment of a service tourism development studio, a leading group of the Wulingyuan District People's Procuratorate to serve tourism economic development was specially established to strengthen leadership and communication so that all procuratorial work is closely linked to the theme of tourism development.
