Overall Five-Year Development
Over the past five years, in the face of the complex economic situation and the arduous tasks of reform, development and stability, Wulingyuan District, under the correct leadership of the Municipal Party Committee, Municipal Government and District Party Committee and District Government, has actively adapted to the new normal of economic development, adhered to the general tone of seeking progress while maintaining stability, and focused on promoting the construction of the "Four Wulingyuan", achieving the successful conclusion of the "Twelfth Five-Year Plan", and achieving eight new achievements in the construction of Wulingyuan International Tourism and Leisure Resort.
(1) Economic strength has been significantly enhanced. During the 12th Five-Year Plan period, Wulingyuan District’s regional GDP, local public budget revenue, total tourism revenue, total fixed asset investment, total retail sales of consumer goods, and actual utilization of foreign capital increased by an average of 14.7%, 15.4%, 7.4%, 17%, 13.3%, and 22.7% respectively. In 2015, it is expected that According to statistics (the same below), these six economic indicators can reach 4.57 billion yuan, 425 million yuan, 8.015 billion yuan, 2.6 billion yuan, 1.113 billion yuan, and 40 million US dollars respectively in 2015. Project Construction and Tourism Industry
(2) The progress of project construction is gratifying. Over the past five years, Wulingyuan has made every effort to implement the project-driven strategy and seize policy opportunities. A total of 372 projects have been planned, applied for and promoted, 305 projects have been supported by superiors, and 14 projects have been signed for investment. A total of 770 million yuan of policy project support funds have been obtained, 1.645 billion yuan of domestic capital has been utilized, 153 million US dollars of foreign capital has been actually utilized, and 940 million yuan of land transfer income has been obtained. Completed project construction, 1,583 acres of land were acquired, 358,400 square meters of houses were acquired, and 893 million yuan in compensation for land acquisition and demolition was paid. 162 key projects were implemented, with an investment of 8 billion yuan completed, and 65 key projects were completed and put into operation. (3) Accelerate the development of the tourism industry. Over the past five years, Wulingyuan has insisted on highlighting its leading position in tourism, accelerated the development of the tourism industry, introduced a free ticket policy for primary and secondary school students, and successfully held Zhangjiajie International Country Music Week, the "Zhangjiajie Landform" International Academic Symposium, the French "Spider-Man" climbing the Hundred Dragons Ladder, the Wulingyuan Peak Forest Crossing Cycling Invitational, and the China-Korea Extreme 19-hole Golf Celebrity Challenge. Wulingyuan's popularity and reputation have been further enhanced. It has developed and stabilized the customer source markets from Hong Kong, Macao, Taiwan and mainland China, broadened the Southeast Asian market, and developed high-end customer source markets in Europe and the United States. A number of scenic parking lots and tourist toilets have been improved and renovated, and the scenic area consultation service points and signs have been updated. The Yuanjiajie Tourist Service Center and the Yangjiajie Cableway have been completed and put into use. The Zhangjiajie Global Geopark Museum has been opened to the public. The basic construction of the "Smart Wulingyuan" information platform has been completed. The "Three Musts" and "Safety and Satisfaction in Zhangjiajie" activities were carried out in depth to serve tourists. Yuan Mouwen Party Representative Studio became a tourism window brand, and Suoxiyu Ticket Station was awarded the "National Youth Civilization Award" and the "National Worker Pioneer Award". "Huanglong Cave" and "Baofeng Lake" were rated as China's well-known trademarks. Wulingyuan National Civilized Scenic Tourist Area successfully passed the re-inspection.
Urban and Rural Appearance and Ecological Development
(4) The appearance of urban and rural areas has been greatly improved. In the past five years, Wulingyuan has insisted on promoting urban and rural construction and development in a coordinated manner, and has completed the preparation of master plans for Zhonghu Township, Xiehe Township, Tianzishan Town, forest park detailed plans, and Baofeng Lake Scenic Area constructive detailed plans. 60,000 square meters of illegal construction were demolished in accordance with the law. Wuling Road, Tianzi Road, Bailu Road, and Guihua Road have been improved and renovated. Yanmen Trade City has been basically completed. Tianma Road reconstruction and expansion, Baixigou shanty town reconstruction, and Luogongping land acquisition and storage projects have basically completed the vacating of housing and land. The national packaging of market towns has begun to show results, and the quality of urban areas and market towns has been greatly improved. The urban built-up area has reached 3.29 square kilometers, and the per capita road area has reached 21.87 square meters. Completed the construction of 132 kilometers of rural roads, renovated 10 dangerous bridges, built 28 rural passenger greeting stations, and 41 of the 42 villages in the region have access to cement roads (Baihutang is not connected to roads due to protection reasons). The power grid upgrades in 10 villages including Sinanyu were implemented, and the main body of the Suoxiyu 110kv substation was completed. Six reservoirs have been eliminated and strengthened, and three small and medium-sized rivers have been comprehensively managed. The first phase of Tianzishan Mountain Flood River Management and Suoxi River Water Conservancy Landscape has been fully completed. The water supply for Zhonghu, Tianzishan, and Xieheji Town has been put into use. The Suoxi Water Plant quality improvement project is being vigorously promoted. The "Three-Year Action Plan for Improving Urban Management" has been thoroughly implemented, and the city's appearance has been further improved. It took the lead in the province's overall promotion of comprehensive rural environmental management, and comprehensively completed the comprehensive rural environmental improvement in Suoxiyu and Zhonghu Township. The national health town successfully passed the re-inspection, and Suoxiyu Town was successfully rated as a "National Key Town". The "523" action plan has been conscientiously implemented, and bases such as "Zhangjiajie Giant Salamander", Hetianju Vegetables, Xiehe Caige, and Tianzishan Pepper have been built. A number of rural tourism inns such as No. 5 Valley have gained favor from the market.
(5) Ecological construction has achieved remarkable results. Over the past five years, Wulingyuan has insisted on paying equal attention to ecological protection and development, revised the "Hunan Province Wulingyuan World Natural Heritage Protection Regulations" and established the "Zhangjiajie Landform" Joint Research Center. Special actions for environmental remediation were carried out in depth, and the two sewage treatment plants in Suoxiyu and Luoguta were upgraded and renovated. The Yemaoyu landfill and 17 garbage transfer stations were put into use. The air monitoring station was upgraded and renovated, and coal-fired boilers and wood-fired stoves were basically banned in the city. The protection of scenic spots has been intensified, and ecological immigration relocation projects and biodiversity research in core scenic spots are being vigorously promoted. Fire garrison duty has been implemented in core scenic spots. Zhangjiajie National Forest Park has been rated as a national ecological civilization education base. Wulingyuan has won the titles of "National Ecological Demonstration Zone", "Provincial Ecological Zone" and "Green China City Award". It has successfully passed the UNESCO's "big test" for Wulingyuan World Natural Heritage and Zhangjiajie World Geopark.
Livelihood Improvement and Social Undertakings
(6) People’s lives are improving day by day. In the past five years, Wulingyuan has put people's livelihood first and strived to make development results benefit the people in the region. The region's public finances have spent 1.875 billion yuan on people's livelihood, accounting for 56.5% of the public budget expenditures. 958 million yuan was invested to complete 116 provincial and municipal key livelihood projects. More than 7,700 farmers (residents) were trained, 88 new public welfare jobs were created, 5,040 new urban jobs were created, and the dynamic employment assistance rate for zero-employment households in the region reached 100%. A total of 61.55 million yuan in medical expenses have been reimbursed for urban and rural residents, effectively reducing the medical burden of the people. A total of 28.18 million yuan in living expenses, 79.8 million yuan in urban and rural subsistence allowances, and 22.42 million yuan in living expenses for the elderly and rural pensions have been distributed to residents of scenic spots and land-expropriated urban and rural residents. With an investment of 780 million yuan, resettlement areas such as Shaping, Gaoyun, Yangjiajie, Yanmen, and Wenfeng were built, 1,756 households in urban shantytowns, 1,671 households in rural dilapidated houses were renovated, and 479 units of public rental housing and 48 units of low-rent housing were built. Channels for farmers (residents) to increase their incomes have been continuously broadened. In 2015, the per capita disposable income of urban residents and farmers reached 22,920 yuan and 10,000 yuan respectively, nearly doubling compared with 2010.
(7) Comprehensive development of social undertakings. In the past five years, Wulingyuan has closely focused on the hot and difficult issues of most concern to the people, accelerated the development of various social undertakings, successfully created a "provincial sustainable development experimental zone", comprehensively completed the quality improvement of military and local primary schools, built 6 compulsory education qualified schools to high standards, renovated and expanded 4 township central kindergartens, and started construction of supporting facilities in the District No. 1 Middle School. "Two Education Supervision and Evaluation" and "Education Strengthening Districts and Counties" have been advanced in the province. The rate of passing the first grade of the college entrance examination and the average score of the college entrance examination have ranked first in the city for 12 consecutive years. We successfully held the 3rd National Games of Wulingyuan District and the 16th "He Long Cup" basketball friendly match. We won 2 gold medals at the 12th Provincial Games, achieving a breakthrough of zero gold medals at the provincial games. A number of cultural and performing arts industries such as "Small Rain in Zhangjiajie" continue to develop and grow. "Zhangjiajie·Charming Xiangxi" won the title of "National Cultural Industry Demonstration Base", the program "Chasing Love" was featured in the CCTV Spring Festival Gala, and the performing arts team has visited and performed on behalf of China many times. The Jundiping Subdistrict Community Health Service Center was completed and put into use, and the district people's hospital and the Tianzishan Town and Xiehe Township health centers were completed to improve their quality. 14 village clinics were newly built or renovated, 7 ambulance stations in scenic spots, 24 nursing homes, 1 grassroots police station, 5 grassroots judicial offices, and 42 village (residential) office activity positions. The third national economic census was completed. The upgrading of family planning work has been successfully achieved, and new results have been achieved in food, religion, finance, foreigners, confidentiality, history, archives, national defense and militia reserves. The role of bridges and links of mass organizations such as the trade union, Communist Youth League, Women's Federation, Federation of Industry and Commerce, Related Work Committee, Federation of Literary and Art Circles, Red Cross, Charity Federation, Education Foundation, and Old Science and Technology Association has been deeply recognized by the masses. The "Safe Wulingyuan" creation activity has been further promoted, and the "Sixth Five-Year Plan" legal popularization has been fully completed. It has won the title of "Safe District and County in the Province" for 11 consecutive years and "Advanced Urban District for Comprehensive Social Security Management in the Province" for 21 consecutive years.
(8) The government's image has been significantly improved. In the past five years, Wulingyuan has been committed to strengthening the government's own construction, vigorously promoting the administrative law enforcement responsibility system, training more than 1,300 administrative law enforcement personnel, sorting out 149 normative documents, and canceling 132 temporary deliberative bodies. We carefully handled 277 suggestions from NPC deputies and 236 proposals from CPPCC members, with a response rate of 100% and a satisfaction rate of 97% and 98.5% respectively. Pay close attention to government affairs disclosure and petition work, give full play to the role of the 12345 public service hotline, and smooth the communication channels between the government and the masses. The district chief's mailbox handling system was improved and more than 300 letters from the masses were handled. We took the lead in establishing a village (residential) legal workstation in the province, and its management model was recommended by a special report in the People's Daily. Improve systems for collective decision-making on major issues, expert consultation, public disclosure of major matters, and hearings, and revise the "Government Work Rules" to further improve the democratization and scientific level of government decision-making. We have intensified auditing and supervision work, fully implemented the responsibility system for building party style and clean government, and severely investigated and dealt with various cases of violations of laws and disciplines, so that the ability to be diligent and honest has been comprehensively strengthened. Over the past five years, government procurement has saved more than 48 million yuan, audited and verified project costs by 476 million yuan, and dealt with 97 cadres in accordance with discipline. We have carried out in-depth educational and practical activities on the Party’s mass line, special education on “Three Stricts and Three Realities”, and special activities on “One Visit and Two Visits”. The relationship between cadres and the masses has been further harmonized, and the image of the government has been comprehensively improved.
